It's the game Civilization Revolution. Similair to the game Risk....
Ahhh...I remember the days. I used to play online with friends at work. Unreal Tournament was our drug of choice. We once played for 5 straight hours. GO TRAV GO, WIN! WIN! WIN! Hey, Jen, if you're bored, we can play an online game!
